Unfortunately, the Google Play Store region cannot be changed easily as the only way you can download US (Hulu, ABC, CBS, etc) or UK (BBC iPlayer, ITV, All4, etc) restricted TV apps is to have an IP address associated with the region you'd like to download the app from, which can be only achieved with a VPN connection.
Alternatively, you can download these Apps APK file from a reputable site and sideload that into your device. However this is not recommended unless you are sure that the file that you are downloading are free from any type of viruses or malware.
