With the world wide roll out of Netflix, you can download the app on your Apple TV from most iTunes store regions except China, Crimea, North Korea and Syria.
If you're unable to find the Netflix app on your local App store, it could be that Apple has not updated the app store in your country. In this case, please try switching to any other country such as the USA or UK to download the app.
To change your Apple TV 4 region, you will need to first create a USA based iTunes account and then link that account to your Apple TV 4.

Once you have created a new iTunes account, please follow the steps below to change the assigned iTunes account on your Apple TV 4:
1. From the Home screen, choose Settings > Accounts > iTunes and App Store.
2. Select Sign In, then sign in with your Apple ID and password.
Now that you're in the USA iTunes region, you can find the Netflix app on the App Store.
