To download region restricted apps on your PlayStation 3, you will need to create a PSN ID that s tied to that particular region.
For example, if you need to access apps such as ABC, Hulu, you'll need to create a new PSN ID that is registered to the USA PSN store.
Please note that unlike the Xbox, you cannot change your PSN ID's region once you've confirmed it.
You can create an account directly from the console, but it's much easier to set it up from your computer, as per the instructions below:
1) Navigate to Sony's registration page.
2) Enter your personal details however you like, but if you want to connect to a USA PSN store, please choose United States as your country.

3) Once you have registered your details, all you need to do is power up your Playstation console and enter your email and chosen password.
When the Playstation menu loads, you can access most geo-restricted apps by navigating to the PSN Store.
Note: You can link multiple PSN account to a single console, which means you will be able to download apps from different regions to a single console.
